Customs asks what you bring into Korea. Immigration asks whether you may enter, and an arrival declaration records different information again. Completing one process does not settle the other two. This guide focuses on accompanied baggage, purchases, food, medicines and payment instruments; it does not cover commercial importing or departure shopping refunds.

Korea Customs Service removed the general declaration requirement for travelers with nothing to declare from May 2023. Older English pages still describe a form for every arrival, so check the current instructions rather than following an old screenshot. Travelers carrying declarable goods must still make the required declaration. [1]

Sort your baggage before you travel

Make four short lists: things already used for your trip, newly acquired purchases and gifts, regulated items, and cash or other payment instruments. Keep receipts with the purchase list. A shop's description of a product as duty free tells you about that sale; it does not establish permission to import it into Korea.

A preparation framework; customs and quarantine authorities determine admissibility.
Item groupMain questionPreparation
Personal belongingsIs this for your visit and subsequent departure?Keep ownership and intended-use information available
Purchases and giftsDoes the applicable allowance cover the total?Add purchases across shops and retain receipts
Food, plants and animal productsIs import permitted and is quarantine required?Check the exact product and country of origin
Medicine and supplementsDoes an ingredient require advance authorization?Use the ingredient list and official instructions
Payment instrumentsDoes the combined value exceed the declaration threshold?Count all relevant currencies and instruments

Keep a photograph of the label and an accessible original package for an unfamiliar item. A translated product name alone may not show an ingredient, species or origin. If you cannot identify what a food or supplement contains, resolve that uncertainty before packing it. A gift from someone else still needs checking.

Business stock, samples and goods for resale need a different assessment from an ordinary visitor's belongings. Do not divide a commercial consignment between suitcases and treat each bag as a personal allowance. Ask customs about the correct procedure before departure, using quantities, values and the intended use.

Check the current purchase allowances

Incheon Airport Customs publishes a basic allowance of US$800 for eligible traveler purchases, with separate allowances for alcohol, tobacco and perfume. Its current limits include alcohol totaling no more than two liters and US$400, 200 cigarettes, and 100 milliliters of perfume. Alcohol and tobacco allowances do not apply to travelers under 19 under Korea's birth-year assessment. [2]

Both alcohol conditions matter: being within the volume limit does not remove the value limit. For other tobacco forms, consult the exact category instead of translating the cigarette allowance into a guessed number of cartridges or grams. Korea Customs Service's 2025 guidance also lists the current alcohol volume/value limits and perfume allowance. [3]

Add relevant purchases from different stores, including duty-free purchases. For a simple hypothetical example, US$520 of clothing plus a US$330 bag totals US$850. That exceeds the basic US$800 allowance; it is not a calculation of the eventual tax. Classification, evidence of value and any applicable separate treatment remain for customs to determine.

Keep the actual receipt rather than a later online price for a similar product. If an item was discounted, damaged or received as a gift, bring the evidence you have and explain it. Do not write a fabricated value on a declaration to fit the allowance. Obtain an official assessment when the correct value is unclear.

Food and plant or animal products need another check

Incheon Airport's quarantine guidance separates animal and plant controls from customs. Animal products may require inspection and a certificate from the exporting country's authority; plant material can also be subject to inspection or prohibition. The exact item and origin matter. A sealed supermarket package is not, by itself, evidence that the product is admissible. [4]

  • Check meat, dairy, eggs and foods containing animal ingredients rather than only raw meat.
  • Check fresh fruit, seeds, plants and other plant material before including a snack or souvenir.
  • For a pet, arrange the applicable animal-entry documents separately; a baggage allowance does not cover the process.
  • Tell the appropriate officer about uncertain items before crossing the final arrival exit.

Ask about the whole product, including its filling or seasoning. A pastry can contain meat, and a decorative souvenir can incorporate seeds or untreated plant material. Prepare the label and country-of-origin information so the officer can assess the actual goods rather than a vague description such as snack or decoration.

A practical alternative is to buy routine snacks after arrival and leave uncertain food gifts at home. That is an editorial packing suggestion, not a statement that all packaged foods are prohibited. If carrying a particular product is important, obtain the relevant official instructions and any required documents before traveling.

Check medicines by ingredient before departure

MFDS states that travelers bringing medicines containing controlled narcotic or psychotropic substances for their own treatment require its permission regardless of nationality. Its guidance describes an online application route introduced in December 2024. Use the current MFDS instructions and supporting-document requirements before carrying such medication. A prescription alone does not replace required permission. [5]

Write down the active ingredient, strength, dosage form and quantity. A brand sold over the counter at home may contain an ingredient regulated differently in Korea. Ask the authority about the ingredient, not simply whether the brand name is familiar. Include transit countries in your preparation if your journey passes through another jurisdiction.

Korea Customs Service's 2025 traveler notice specifically warns that certain overseas cold remedies, painkillers and supplements can present import problems. Do not assume that nonprescription means unrestricted. Neither this guide nor a retailer's product page can decide whether your individual medicine needs a permit. [3]

Keep authorization, prescriptions and the packaging accessible together where applicable. Arrange questions sufficiently before travel to allow the authority's process; this guide has not verified a universal processing deadline. If required permission is unresolved, obtain official advice before bringing the product. Changes to treatment should be discussed with your clinician.

Count cash and payment instruments separately

Incheon Airport Customs requires declaration of relevant currency and payment instruments exceeding the equivalent of US$10,000 per traveler. This includes the combined relevant foreign currency, Korean won and instruments described in its guidance. The rule concerns what you carry across the border, rather than the balance in an ordinary bank account. [2]

For an illustrative calculation, US$6,500 in cash plus other relevant instruments equivalent to US$4,000 makes US$10,500. That exceeds the threshold. The example assumes a conversion for explanation only; it is not a published exchange rate or an instruction to use yesterday's rate for your declaration.

Do the count before reaching the customs exit and ask about the required declaration documentation. Retain the evidence customs issues. If your itinerary later involves taking funds out of Korea, review the separate departure procedure rather than assuming the arrival record is the only document you will need.

Do not split one person's money between companions to improvise a way around reporting. Identify ownership and explain unusual arrangements to customs. If traveling with payment instruments that do not fit an ordinary banknote description, confirm how the authority classifies them rather than omitting them from the count.

Use the arrival channel that matches your goods

  1. Collect your baggage and retain receipts, labels and any required permits.
  2. Review current signs and the declaration instructions in your arrival terminal.
  3. Declare applicable purchases, regulated goods and payment instruments; seek quarantine inspection where required.
  4. If uncertain, speak to customs or quarantine staff before leaving the controlled area.
  5. Keep the assessed declaration and payment records with your travel documents.

A no-goods-to-declare channel is a decision about the baggage you actually carry. It is not a shortcut for an unanswered question about a product. Leave time between arrival and a separately booked onward journey so that a customs or quarantine check does not immediately collide with a tight departure.

If you use an electronic declaration option, confirm that it supports your arrival point and complete the final steps shown by the authority. This guide has not tested a submitted declaration or uploaded personal documents. Do not assume that saving a draft or displaying a QR code establishes that every requirement has been completed.

For a complicated item, contact the responsible authority before travel and keep its response available. Include your arrival point, product description, origin, value and intended use. Clear details make the question answerable; a general request asking whether all souvenirs are allowed usually does not.

BEFORE YOU GO

Common questions

Does everyone need a Korean customs form?

No. The general requirement was removed for travelers without declarable goods from May 2023. Travelers carrying goods that require declaration must still declare them; follow current terminal instructions. [1]

Does buying at a duty-free shop avoid Korean allowances?

No. Assess purchases brought into Korea across the relevant shops and applicable categories. A retailer's duty-free status does not remove Korean import restrictions or declaration obligations.

Can I bring prescribed controlled medicine?

Check the active ingredient and obtain any required MFDS permission before carrying it. MFDS applies its controlled-medicine permit requirement regardless of nationality; your prescription does not replace that permission. [5]
