Korea has several shopping arrangements that sound similar: duty-free stores, an immediate deduction at a participating shop, and a refund processed after you pay the tax-inclusive price. The distinction matters most on departure day, when the goods may need inspection before your suitcase disappears onto the baggage belt.

This guide covers ordinary tourist shopping, using Korea Customs Service, Korea Tourism Organization and Incheon Airport information checked on 17 October 2026. It does not extend the shopping rules to medical services, hotel schemes or commercial exports. Eligibility and the amount actually returned must be confirmed for your purchase.

Check your eligibility before choosing a refund method

Korea Customs Service describes the usual eligible foreign visitor as a non-resident staying in Korea for less than six months. Separate criteria apply to Korean nationals living overseas, including overseas residence and a shorter permitted visit. A foreign passport alone is therefore not a universal entitlement: residency, length of stay and the type of purchase matter. Ask the shop or refund operator to check your circumstances before treating a refund as part of your budget. [1]

Korea Customs Service requires eligible goods to leave Korea within three months of purchase, unused and unopened. This is a useful dividing line when buying cosmetics, clothes or gifts: something you intend to consume or use during the trip is not the same purchase as something you will export untouched. Keep the original packaging and the paperwork together. [2]

Decide whether you would still buy the item at the amount charged today. Refund processing, an unsuitable document or a missed departure step can change the final outcome. A discount on an unwanted purchase is not a saving, and a tax-refund logo should not replace a comparison of the product's actual price, warranty and suitability.

Separate duty-free, immediate and later refunds

ArrangementWhat happens when you payWhat to establish
Duty-free purchaseThe sale follows the duty-free store's own processCollection arrangements and your destination's import allowance
Immediate tourist refundThe participating shop deducts the eligible refund at checkoutPassport eligibility, transaction limit and remaining trip allowance
Airport or port refundYou initially pay and retain refund documentsExport confirmation and the operator's payout method

Immediate refunds require a qualifying purchase of at least KRW 15,000 but less than KRW 1 million per transaction; the total immediate-refund shopping limit for the trip is KRW 5 million. A transaction of exactly KRW 1 million is outside that immediate-refund threshold. The tourism authority lists a different receipt limit for downtown refunds, up to KRW 6 million, and no purchase-amount ceiling for airport or port refunds. These are different channels, not interchangeable allowances. [3]

For example, an otherwise eligible KRW 80,000 receipt may fit the immediate scheme if the shop participates and your trip allowance remains. A KRW 1.2 million receipt requires another eligible process. These are threshold examples, not promises of acceptance or a particular refund. Do not ask a cashier to disguise a transaction to get around a limit.

Get the refund document at the shop

  1. Show the passport required for the refund before the sale is finalized.
  2. Ask whether the tax is deducted now or whether you must claim it later.
  3. Check the name, purchase details and refund operator on the issued documents.
  4. Keep the shopping receipt and refund form; photograph them as a backup.
  5. Put the goods somewhere you can retrieve them for a possible customs inspection.

An ordinary card-payment slip may not contain what the refund operator needs. Incheon Airport specifically warns that a refund can be refused if the refund document was not requested or was completed incorrectly. Resolve a missing form while you can still speak to the store, instead of expecting an airport desk to reconstruct the sale. [4]

If your party shops together, keep each person's documents and purchases organized under the correct traveler. Do not assume that one person's passport or card can be used for everybody's forms. Ask the store how it handles exchanges and returns, especially after an immediate deduction, and retain the revised paperwork if the original transaction changes.

Compare the net refund, not a headline tax percentage

Ask for the amount you will actually receive and the available payment currencies before choosing a method. We did not verify one universal fee schedule across Korean refund operators, so this guide does not promise a fixed percentage back. Processing charges, currency conversion and the selected payout channel can make a simple percentage estimate misleading.

Use a small comparison sheet: purchase amount, refund quoted in won, any disclosed fee, payout currency, expected processing time and the contact for a missing payment. If a service offers cash now against a guarantee card, add the deadline for departure validation and any required return of documents. An advance payment should not be confused with completion of every obligation.

Global Tax Free's mobile procedure illustrates the distinction. Its participating shops issue a refund form; the traveler submits it through the mobile service and supplies the requested payout information. The departure export-confirmation step still follows. A mobile application is a processing channel, not a substitute for taking the goods out of Korea or complying with customs instructions. [5]

At Incheon, deal with inspection before surrendering the goods

Incheon's current procedure distinguishes hand-carried goods from goods packed in checked baggage. For the latter, tell airline staff that the bag contains tax-refund purchases. The airline tags the bag and returns it for the refund/customs process. If the kiosk requires inspection, present the passport, unused goods and purchase confirmation; the cleared bag then goes to the designated large-baggage belt. Follow staff directions for your terminal. [4]

Plan the order while packing, not at the check-in counter. Keep paperwork outside the suitcase and put purchases near the opening. A box buried underneath several bags of clothing can turn a brief inspection into a slow repacking exercise. If some items must travel in checked baggage because of security restrictions, do not simply carry them through security to preserve access for a refund.

Allow extra time for the refund in addition to the airline's check-in and bag-drop deadlines. We do not recommend a universal number of minutes: terminal, queues, the volume of purchases and any inspection will change the task. Boarding the flight remains the deadline that matters. A large refund is not a reason to miss a bag-drop cutoff.

Find the correct payout point and retain proof

The airport lists the Terminal 1 service desk near Gate 28 and the Terminal 2 desk near Gate 253 in the airside area. Staffed desks and automated kiosks have different hours. Check the current airport page for your terminal, departure time and operator rather than assuming that a 24-hour kiosk means a staffed service is always available. [4]

Before leaving the refund area, check what the transaction status actually says. Submitted, export-confirmed and paid are different stages. For a non-cash payment, retain the reference and the operator's stated processing period so you know when a follow-up is appropriate. Keep a copy of the documents even after money appears in your account, until the process is fully settled.

If you depart through another airport or a seaport, use that location's own customs and refund instructions. The Incheon gate numbers above do not describe Gimpo, Gimhae or an international ferry terminal. A domestic flight within Korea is also different from the final departure where goods leave the country; confirm the process for a connecting itinerary.

Avoid the five mistakes that are hardest to fix later

  • Buying first and asking for a refund form only after leaving the store.
  • Opening or using goods that must be exported unused.
  • Putting refund documents inside baggage that has already been checked.
  • Treating a downtown advance as permission to skip its remaining requirements.
  • Assuming a Korean refund removes duties or declarations when you arrive home.

A workable departure checklist is short: passport, boarding details, original receipt, refund form, goods and the operator's instructions. Confirm which refunds were already deducted, which remain pending and which have special deadlines. Keeping those three groups separate reduces the chance of trying to claim the same purchase twice or overlooking an unfinished one.

The refund concerns eligible Korean taxes. Your next destination controls its own import allowances, restricted goods and declarations. Check those rules separately before buying a high-value item or a large quantity. Allow room in your baggage budget too: extra airline charges can absorb a refund even when the tax process itself goes smoothly.

BEFORE YOU GO

Common questions

Can every foreign visitor claim a Korean shopping tax refund?

No. Residency, stay length, the participating shop and the goods all matter. The usual foreign-tourist rule is a stay of less than six months; overseas Korean nationals have separate criteria. Have the shop check your circumstances. [1]

Is exactly KRW 1 million eligible for an immediate refund?

No. The current immediate-refund transaction limit is below KRW 1 million. Ask about another eligible refund channel rather than treating the immediate limit as a ban on all refunds for that purchase. [3]

Should I check my suitcase before visiting the refund kiosk?

Tell airline staff first if it contains refund purchases. Keep the goods available for any customs inspection and follow the tagged-baggage procedure. Do not send them away before establishing whether inspection is required. [4]
