Saudi customs checks what you carry, while immigration checks your permission to enter. A tourist visa does not authorize a restricted product, and a shop calling a purchase duty free does not establish its import allowance. Prepare a baggage list before traveling, especially when bringing gifts, valuable jewelry or prescription medicine.
The current cash-and-valuables threshold is SAR 40,000, not the SAR 60,000 still found in older material. Article 23/1 of the updated anti-money-laundering implementing regulations, published in the official gazette on June 26, 2026, expressly includes amounts equal to or above SAR 40,000. ZATCA's current traveler declaration page agrees. Sources were checked on October 11, 2026. [1] [2]
Sort your belongings into separate customs checks
| What you carry | Main check | Useful preparation |
|---|---|---|
| Purchases and gifts | Value, quantity and personal or commercial purpose | Receipts and a combined purchase list |
| Cash and covered valuables | Current declaration threshold and source of funds | Currency totals, ownership evidence and invoices |
| Medicine | Ingredient, quantity and any SFDA permit requirement | Original packaging, prescription and relevant approval |
| Food or specialized equipment | Prohibited or restricted status | Exact product description and authority guidance |
| Items leaving Saudi Arabia | Departure declaration and export restrictions | Purchase documents and any required authorization |
Make the list from the bags you will actually carry, including hand luggage and gifts packed by someone else. Keep documents where you can reach them before the final customs exit. A receipt buried in a sealed suitcase makes a straightforward explanation harder when an officer needs to inspect the item.
Record quantities as well as prices. Several identical new products can raise a commercial-purpose question even if you describe them as presents. Business stock, equipment imported for an event and goods for resale deserve a specific customs inquiry before travel; a personal shopping checklist does not establish their treatment.
Ask about the exact product rather than requesting a general assurance that your bag is acceptable. Include its ingredients or model, origin, value, quantity and intended use. You can then keep the authority's answer with the relevant documentation and spot whether a later purchase changes the situation.
Use SAR 40,000 for cash and covered valuables
The current rule covers currencies, bearer negotiable instruments, gold bullion, precious metals, gemstones and jewelry, or equivalent items, on entry or exit. Count the relevant value across what you carry and use the foreign-currency equivalent where necessary. The boundary includes exactly SAR 40,000. It is a declaration threshold, not a published maximum amount you may carry. [1] [3]
For a simple illustration, suppose the covered items you carry are valued at SAR 25,000 and SAR 18,000. Their combined value is SAR 43,000, so use the declaration route. This is an arithmetic example, not an exchange-rate quote or a valuation of jewelry. Obtain the applicable conversion or valuation guidance if the total is close to the boundary.
Prepare evidence of ownership and the origin of the funds or property. For covered gold and jewelry at the threshold, the regulation specifically requires presentation to customs with the purchase invoice for value checking. Commercial goods receive a separate customs assessment. Do not assume that wearing valuable jewelry makes it irrelevant to the declaration. [1]
Recount before departure as well as arrival. Spending cash, exchanging currencies or buying jewelry can change the list. Keep an arrival declaration with your travel records when relevant, while checking the actual items and values for the outbound journey.
Keep the SAR 3,000 purchase rule separate from duty exemption
ZATCA's luggage guidance describes customs-duty exemption for qualifying personal luggage and gifts whose value does not exceed SAR 3,000 or its equivalent. Conditions include noncommercial quantities, supporting documents, compliance with restrictions and no regular carrying of goods as a business pattern. Meeting the value condition alone does not establish the exemption. [4]
The official pages use different wording at the boundary: the declaration landing page lists gifts or personal purchases worth SAR 3,000 or more, while the service page says goods worth more than SAR 3,000 and the exemption page says not exceeding SAR 3,000. At exactly SAR 3,000, follow the declaration page and present the goods for clarification. Declaring does not itself mean that an otherwise eligible exemption disappears. [2] [3] [4]
As a planning example, SAR 1,800 of gifts plus SAR 1,500 of other new purchases totals SAR 3,300. Keep both receipts together and declare through the applicable route. The SAR 300 difference does not, on its own, tell you the taxable base or final charge; classification and customs assessment still matter.
Do not divide one purchase into invented values, remove packaging to disguise new goods or apply the allowance separately to each shop. Keep the real invoice and explain a discount or a gift honestly. If you bring an expensive item that you already own, retain whatever ownership evidence you have and ask how its temporary personal use should be documented.
Check prohibited products and medicine before packing
ZATCA maintains a prohibited-goods list that includes intoxicants, narcotics, counterfeit currency, fireworks and other controlled categories. Do not pack alcohol on the assumption that a foreign duty-free shop's allowance applies in Saudi Arabia. Restrictions can also concern the product's design or purpose, so check unfamiliar equipment by its exact description. A declaration is not permission to import a prohibited item. [5]
For medicine, check the active ingredient and its Saudi classification rather than relying only on a brand name or the fact that it was prescribed abroad. SFDA's Traveler's Permit for Controlled Drugs service covers arriving and departing travelers and uses the Controlled Drugs System. It requires advance information about the medicine, quantity, stay and supporting documents; approval produces a permit to present to the relevant authorities. [6]
- Prepare a current prescription or medical report and retain the labeled packaging so the medicine can be identified.
- Check with SFDA whether the ingredient and quantity need permission; ordinary prescription status and controlled-drug status are different questions.
- If a permit is required, obtain the approval before travel and carry it with the supporting documents.
- If authorization is uncertain, ask your prescriber and SFDA early; do not stop or substitute treatment based on a travel article.
This guide does not assign one universal days-of-supply allowance to all medicines or all travelers. Follow the rule and permit applicable to your ingredient and trip. A customs value exemption does not replace that check, and a permit application receipt is not the same as an approved permit.
Complete the official declaration and the required port procedure
Begin with ZATCA's Submit Customs Declaration for Travelers service and its linked manual. The manual, updated June 26, 2026, shows a Visitor option and separate arrival and departure choices. Use the journey direction that matches this crossing; the service's departure list includes covered cash and valuables and items prohibited for export, such as antiquities. [3] [7]
- Choose the applicant type and whether you are arriving or departing.
- Enter the item details, then review the displayed items and total.
- Complete the personal, trip and contact information using your actual documents.
- Review the declaration and terms before submitting; save the confirmation and reference.
- Follow any assessed-payment instructions and the customs-office requirements for your item category.
The manual shows online payment or a SADAD reference at the payment stage. That is a payment route when an amount is due, not evidence that every declaration creates a tax charge. Keep the assessment and payment confirmation available instead of treating a bank debit alone as completion. We reviewed the official instructions; we did not submit a traveler's declaration. [7]
ZATCA's traveler page allows electronic completion and payment for personal purchases or new gifts above SAR 3,000 and for tobacco products. It separately requires a port declaration-office visit for covered cash or valuables at the threshold and for restricted or prohibited items, even after online filing. Follow the current category-specific instruction; an online reference is not a universal exemption from attending customs. [2]
At airports, ZATCA locates the arrival declaration office after passport control and baggage collection, and the departure office after check-in counters before the departure hall. Follow local signs and ask staff before passing the relevant checkpoint. Carry the reference, identity document, receipts and any authorization together. [2]
Check shopping refunds and the journey home separately
Do not budget for a Saudi tourist VAT refund merely because a retailer charges VAT or offers a tax invoice. Our check did not establish a currently operating authorized tourist-refund provider and a usable departure procedure for your purchases. We therefore do not promise a refund or present an airport-counter walkthrough.
ZATCA's service titled VAT Refund Registration for Eligible Persons describes designated entities such as charities, diplomatic bodies and international organizations. It should not be treated as an ordinary visitor's shopping-refund application. The official VAT amendments guidance also explains designated-person eligibility; it does not by itself verify a tourist counter at your airport. [8] [9]
- Before buying on a refund promise, ask for the authorized operator, eligible goods, required documents and actual departure procedure.
- Confirm the arrangement with ZATCA through its official support channels rather than relying on a shop's verbal assurance.
- Keep the tax invoice and check your home country's import allowance for the return journey.
- Check export restrictions before buying an antique or another potentially regulated souvenir.
For unresolved customs questions, the traveler service lists 19993 and info@zatca.gov.sa. Use the official contact channel with a precise item list before travel when possible. At the border, ask the officer while you are still in the controlled customs area. Keep any assessment or clearance record with your purchase documents. [3]
BEFORE YOU GO
Common questions
Is the current Saudi cash declaration threshold SAR 40,000 or SAR 60,000?
Use SAR 40,000 or the foreign-currency equivalent, including exactly that amount. The June 26, 2026 official gazette text and current ZATCA traveler guidance agree. The rule also covers specified financial instruments and valuables.
Does an online declaration mean I can skip the customs office?
Not for every category. ZATCA requires the port-office procedure for covered cash or valuables at the threshold and restricted or prohibited items. Its traveler page separately allows electronic completion for specified personal purchases, gifts and tobacco products.
Can I bring my regular prescription medicine?
Check the ingredient, quantity and Saudi classification with SFDA. Controlled medicines use the advance traveler-permit process. Bring the required documentation and approval; a prescription from another country does not replace a required Saudi permit.
