What to Wear in Saudi Arabia: Cities, AlUla, Beaches and Public Rules
Pack around modest public dress, hot days, cool desert evenings and the rules of the actual heritage site, religious location or beach facility.

Packing should solve two problems together: meeting the requirements of the places you will enter and being comfortable in the conditions you will experience. A suitcase prepared only for daytime heat can be incomplete for an AlUla evening or an air-conditioned city day.
Start with the public guidance, then check the actual venues and activities. Avoid turning one resort’s rules into a general statement about every beach or public place.
Separate public requirements from packing choices
The official Public Decorum Charter requires modest dress in public and prohibits clothing with imagery or wording that violates public decency. UK government visitor advice describes loose-fitting clothing covering the elbows and below the knees and advises against offensive or political slogans. [1] [2]
A practical wardrobe can use lightweight long trousers or longer skirts, loose tops and an extra layer without buying a whole new set of clothing. Judge transparency and coverage in daylight as well as in a fitting room.
What women and men should check
Current UK visitor advice says women do not have to wear an abaya or cover their hair for general travel. A religious site or a particular venue may have additional requirements, so check those before the visit. [2]
| Setting | Practical starting point | Extra check |
|---|---|---|
| Public city day | Loose, opaque coverage | The venue and public-decency guidance |
| Heritage tour | Sun protection and comfortable walking shoes | Surface, entry and photography rules |
| Religious visit | Clothing that meets the particular site’s rule | Eligibility, covering and visitor access |
| Private beach or pool | The booked facility’s permitted swimwear | Where public-space rules apply on the way there |
Use the same approach for the whole party, including teenagers: look up the place rather than assuming a hotel reservation settles every access question.
Pack for hot city days and indoor cooling
Choose breathable layers that you can rearrange between outdoor walks, transport and indoor spaces. Keep sun protection, water access and a plan for shade beside the clothing choice. A light overshirt can make changing between settings simpler.
Put outdoor sightseeing in a manageable part of the day and allow rest. Clothing alone cannot make an exposed midday itinerary comfortable in every season. For a city stay, shoes suitable for real pavements and the hotel’s last-mile walk matter more than the look of an outfit in a photograph.
AlUla and desert evenings need a separate layer
Carry a warmer layer when the route includes an evening landscape visit or cooler-season desert time. The exact temperature depends on the travel date and location, so use the current forecast and the activity’s instructions instead of a single country-wide wardrobe.
For a booked heritage experience, ask about walking surfaces and accessibility as well as clothing. Choose the shoes around the actual boarding and walking arrangements, and tell the provider about access needs before paying.
Beaches, pools and site-specific rules
Ask the facility what swimwear, guest access and changing arrangements apply to the product you will use. A waterfront walk, public beach and private resort day are different plans. Pack a suitable public-space layer for arriving, leaving or stopping elsewhere.
- Verify the exact beach or pool included with the booking.
- Check participant and guest-access rules for the travel date.
- Ask about equipment and clothing for a guided sea activity.
- Keep ordinary public clothing available for transfers.
- Read any separate photo or religious-site rule before entering.
A compact multi-city packing list
- Loose, opaque everyday tops and bottoms.
- A light layer for indoor cooling and changing settings.
- A warmer evening layer when the season or desert outing calls for it.
- Walking shoes suited to stone, steps and the planned route.
- Sun protection and activity-specific items requested by the operator.
- Swimwear only for facilities or activities where the rules have been checked.
Choose a few pieces that work across several settings and plan laundry rather than packing for every imagined scenario. Check the forecasts and booked venue instructions again shortly before leaving, when the route and activities are final.
A compact seven-day packing example
For a cooler-season city-and-AlUla trip with access to laundry, an illustrative capsule is three or four loose tops, two pairs of lightweight long trousers, one warmer layer, walking shoes and sufficient underwear. Add a longer skirt or dress if that is your preference. These quantities are a packing example, not a dress requirement or a claim about every traveler's needs.
| Day | Useful combination | Why it works |
|---|---|---|
| Riyadh city visits | Opaque loose top, long trousers and walking shoes | Coverage with comfortable movement |
| AlUla heritage tour | The same base outfit plus sun protection | Less need for a separate excursion wardrobe |
| Desert evening | A warmer layer over the daytime outfit | Adaptability after the daytime heat falls |
| Hotel pool | Facility-approved swimwear and a cover-up | Separate pool rules from public-area clothing |
Try sitting, climbing a step and bending to pick up a bag in the clothes you plan to use. Sleeves that ride up and trousers that become uncomfortable on a coach are practical problems you can identify at home. Avoid relying on a single thin garment whose transparency changes in strong sunlight.
Pack for the activity, then check the venue
For a heritage day, prioritize shoes you can walk in on uneven ground over footwear selected only for photographs. Keep an extra layer in your day bag when the plan continues into the evening. A hotel dinner immediately after a dusty outing may be easier if you allow time to change rather than carrying an entirely separate outfit all day.
A scarf can be useful for warmth or a venue-specific requirement, but it should not be presented as universally compulsory for women in public. The government travel advice distinguishes general travel from particular settings. Read the rule for the actual place you will enter rather than treating social-media photographs as an authoritative dress code. [2]
For children, pack spare comfortable coverage and footwear suited to the planned walking. For travelers who need a particular fabric or fit, bring the essential pieces instead of relying on finding them after arrival. The aim is a wardrobe that permits the day's activities without repeated changes or uncertainty at entrances.
When a venue's wording is unclear, ask a concrete question: describe the planned outfit and the activity, and request the current admission requirements. Keep the answer with the booking. General advice from another hotel may not apply to a heritage experience, a religious site or a private beach.
Before leaving the room, check the day's forecast and transport. An air-conditioned vehicle, an exposed midday stop and an evening outdoors create different needs within one itinerary. Layers and a realistic schedule solve more of those differences than treating Saudi Arabia as uniformly hot at all hours.
BEFORE YOU GO
Common questions
Must women wear an abaya for general tourism?
Current UK visitor advice says it is not required for general travel. Follow public modest-dress guidance and check additional rules for the specific site or venue.
Can I use the same clothes in Riyadh and AlUla?
A modest public wardrobe can work across the route, but add layers and footwear for the actual weather and outdoor activities.
Does a private beach booking settle all clothing rules?
Check the booked facility and its included access. Public-space requirements still matter on transfers and in other parts of the day.
