Sri Lanka's customs decisions start before you pack and continue when you buy souvenirs. What you may bring in, what you can export and whether a purchase qualifies for a tax refund are three separate questions. A shop receipt does not answer all of them.

We checked Customs, the National Medicines Regulatory Authority, the Central Bank's foreign-exchange department and Inland Revenue on 18 October 2026. This is a guide to ordinary tourist luggage and purchases. Commercial goods, controlled medicines and unusual valuables need a case-specific answer from the responsible authority.

Use the tourist category on arrival

Sri Lanka Customs distinguishes tourists' personal effects from the baggage concessions for people ordinarily resident in Sri Lanka. Its tourist guidance covers clothing and other personal essentials while excluding commercial quantities and goods for sale or exchange. The resident tables based on time spent abroad are not a general spending allowance for every foreign visitor. [1]

Gifts or multiple new itemsAsk Customs which allowance or declaration applies

Substantial currencyCalculate the combined amount and declaration requirement
Goods carried for someone elseEstablish contents, ownership and any authorization

Keep purchase records for unusual or valuable items and avoid accepting an unexplained package to carry. The airline can approve a bag's size without approving its contents under customs law. An airport duty-free purchase also remains subject to the rules where you arrive. Check before buying rather than relying on the shop's location.

Choose the declaration channel deliberately

Customs' Katunayake guidance explains that using the green channel is itself a declaration that you have nothing requiring declaration; officers may still inspect luggage. The red-channel process uses the relevant baggage declaration, including Customs form 205 for arrival. If unsure about an item, ask Customs before passing through the green exit. [2]

Make an inventory that states what the goods are, how many you carry, their value and why you have them. Keep permissions and receipts together, with offline copies available. Vague descriptions such as gifts or supplements can leave the important question unanswered. The actual ingredient, material or intended use may determine which rule applies.

If a declaration may take time, arrange a way to notify your airport driver. Do not make a tight onward connection depend on immediate clearance of an unusual item. A declaration can allow an officer to assess the goods, but it does not automatically authorize something prohibited or replace a permit that should have been obtained beforehand.

Prepare personal medicines before packing

NMRA's traveller guidance allows an appropriate personal quantity for the stay or 90 days, whichever is shorter, under its stated conditions. Bring medicines in properly labelled packaging with a prescription or medical record. Its ordinary traveller route excludes Schedule III medicines and intramuscular or intravenous injections; quantities beyond 90 days require prior approval. Ask NMRA about an excluded medicine rather than assuming a prescription alone permits it. [4]

Send the authority the active ingredient, strength, formulation, daily dose, total quantity and travel dates when asking about an uncertain product. A brand name alone may not identify the substance. Do not change or stop prescribed treatment to fit a travel plan without discussing it with your clinician; resolve the travel permission and medical plan before committing to the journey.

  • Keep the original labels legible and separate different medicines.
  • Carry the supporting prescription or medical letter with the supply.
  • Check airline rules for any medical liquid, device, battery or cooling arrangement separately.
  • Do not add another traveller's medicine to your own allowance without checking the applicable rules.

For a longer stay, plan the supply and any approval early. A general personal-import form found elsewhere on the regulator's website may describe a different procedure from the short-stay traveller concession. Ask which route applies to your circumstances rather than combining the most generous parts of different schemes.

Keep currency records for both directions

The Central Bank's foreign-exchange guidance requires a Customs declaration when the total foreign currency exceeds USD 15,000 or equivalent. It also requires an arrival declaration when you intend to take back foreign-currency notes exceeding USD 10,000 or equivalent. It states a limit of LKR 20,000 for bringing in or taking out Sri Lankan currency. [3]

Customs' departure guidance separately flags foreign-currency notes above USD 10,000 for declaration. Keep the arrival declaration and relevant exchange records if carrying substantial funds back out. The broader foreign-exchange amount and the notes threshold answer different questions; do not treat one as cancelling the other. [2]

Count the combined currencies, not each envelope independently. Save evidence of legitimate exchanges and clarify the requirements before carrying an unusual amount or instrument. These declaration thresholds are not a recommended travel budget, an allowance for goods or a promise that a particular financial transaction is permitted. If unsure how your holdings are classified, ask Customs and the foreign-exchange department with an exact description.

Check the Tourist VAT Refund Scheme before paying

Inland Revenue's current TVRS page requires a non-citizen, non-resident visitor on a tourist visa, at least 18 on arrival, staying less than 90 days at the claim date; Sri Lankan dual citizens are excluded. The minimum is LKR 50,000 of VAT-liable purchases excluding VAT, using no more than three commercial invoices from the same authorized retailer on the same day. Obtain the tourist VAT refund invoice, or TVRI, using your passport. [5]

The department publishes a 2026 authorized-retailer list with specific outlets. Check the branch you will use rather than assuming every location of a familiar brand participates. Ask the shop to confirm the TVRI procedure before making the purchase, especially when several invoices are involved. A tax invoice alone is not proof that the shop has prepared the tourist-refund documentation. [6]

The scheme excludes VAT-exempt goods, wholly or partly consumed goods and consumed services such as hotel charges. Purchases must be available for physical verification and match the documents. Do not treat your entire holiday spending as refundable. [5]

Compare the upfront price, the expected net refund and the procedure's effort. Buy only what you want at a price you can accept if the claim fails. Ask about refund fees or deductions and payment method before treating the expected amount as money available for the rest of the trip.

Handle gems and other restricted souvenirs carefully

Customs describes National Gem and Jewellery Authority procedures for gemstone exports, including valuation and controlled handling of export parcels. That does not mean every traveller's ordinary worn jewellery should be treated as a commercial gemstone shipment. Before a valuable purchase, ask the seller and the authority which process applies to the exact item and your intended method of export. [2]

Request an itemized invoice describing the material, weight, value and any claimed certification. A seller's statement that an item is genuine is not independent confirmation of quality or export permission. If the transaction depends on an official assessment, complete it before departure day. Keep the seller's contact information and return terms in writing.

For antiques, wildlife products, shells, plant material or other unusual souvenirs, check both Sri Lankan export rules and your destination's import or biosecurity rules before buying. Prefer a documented product whose composition is clear. A market stall offering an object for sale does not establish that it may be taken across a border.

Complete departure checks while the goods are accessible

Inland Revenue identifies the TVRS counter in the departure lounge at Bandaranaike International Airport. Its process flow places Customs inspection of goods and documents before the Inland Revenue refund check. We verified the published scheme and documents, not the counter's live opening hours, queue or payment availability on a particular day. Confirm those practical details before departure. [7]

  1. Ask where to present purchases that will travel in checked luggage before handing that bag to the airline.
  2. Carry the passport, boarding details, commercial invoices and TVRI together.
  3. Make the corresponding goods easy to find for Customs inspection.
  4. Complete the required validation, then follow the Inland Revenue claim process.
  5. Retain copies, any claim reference and currency or export declarations until all matters are settled.

Allow enough time for the claim without jeopardizing boarding. If you cannot complete it, ask the responsible office what options remain rather than assuming that an ordinary receipt can be submitted later from home. Finally, retain the purchase invoices for the country where you next arrive: a Sri Lankan refund does not remove that destination's declaration requirements.

BEFORE YOU GO

Common questions

Does Sri Lanka have a tourist VAT refund scheme?

Yes. Inland Revenue publishes TVRS eligibility, a procedure and a 2026 retailer list. Participation and the correct paperwork must be checked for the actual purchase; we have not verified an individual counter's live operation or a completed payout.

Can I use the large duty-free allowance shown for returning residents?

Do not assume so. Customs separates tourists from Sri Lankan residents returning after time abroad. Use the category matching your circumstances and ask about gifts or unusual goods before travel.

Is a prescription enough for every medicine?

No. NMRA's traveller route has excluded medicines and formulations, and longer supplies can require prior approval. Check the active ingredient and formulation with the regulator before packing.
