Passport control, baggage collection and customs are different stages of arrival. The visa that admits you does not settle whether your luggage needs a declaration, and the airline accepting a bag does not decide whether its contents may be imported.

We checked the Ministry of Trade's current passenger guidance, the tax authority's consolidated rules and the cultural-property regulation on 18 October 2026. This guide addresses ordinary passenger luggage and shopping. Commercial consignments, unusual high-value goods and controlled items require an individual answer from the competent authority.

Identify which procedure applies

Buying an old or culturally significant objectCultural-property export permissionMuseum assessment and seller documentation

Make one list for what you already own and another for items purchased for the trip or for gifts. Record quantities and values rather than relying on a vague description such as personal belongings. If someone asks you to carry a parcel, inspect it and establish ownership before agreeing. An unfamiliar sealed package is not a useful addition to a customs declaration you must explain.

Apply the passenger allowance to the right goods

The Ministry's current FAQ separates listed personal effects from the general gift allowance. Commercial quantities do not become personal luggage simply because they fit in a suitcase. Medicines in a reasonable quantity for the journey require supporting medical or prescription documentation under the passenger guidance. A prescription is not blanket permission for every controlled substance; resolve medicine-specific authorization before travel. [1]

Keep evidence of purchase value accessible. An email invoice is easier to find if saved offline with the product description, currency and date visible. For equipment you already owned, retain existing purchase or ownership records when useful. Do not remove packaging or distribute identical new items across bags in the expectation that this changes their legal character.

An allowance is a limit within a particular procedure, not a shopping target. Before buying gifts overseas, compare their total value with the applicable allowance and check whether any item has a separate restriction. Your departure airport's duty-free label describes that sale; it does not override Türkiye's arrival rules.

Use the current tax guidance, not an older FAQ

The Ministry's 27 June 2026 clarification confirms the current simplified rates: 30% for qualifying goods arriving directly from the EU and 60% from elsewhere, within the applicable non-commercial passenger framework up to EUR 1,500. Goods covered by the specified excise-tax list can attract an additional 20 percentage points. The rule concerns the goods and arrival conditions, not simply the traveller's citizenship. [2]

For qualifying goods above the exemption, the current passenger FAQ explains deduction of the allowance before calculation; an individual item exceeding EUR 1,500 falls under ordinary import taxation instead. We use the current Ministry material rather than older pages quoting 18% or 20%. Do not calculate a complicated consignment from a search snippet. [1]

If you are close to a threshold, ask customs how it will value the goods and which category applies. Do not assume a card exchange rate, a resale estimate or an informal discount without an invoice will be accepted. A written explanation before travel is more useful than arriving with a tax amount calculated from the wrong category.

Prepare for the arrival customs decision

  1. Check restricted items before leaving home, especially medicines and goods outside ordinary personal use.
  2. Save receipts and authorization documents beside a simple inventory.
  3. After collecting luggage, follow the declaration signs for your circumstances.
  4. If unsure whether goods qualify, ask customs before passing through the exit for nothing to declare.
  5. Keep the record of any declaration or payment with your travel documents.

Give yourself time to explain an unusual item. A hotel transfer booking should include a way to contact the driver if customs takes longer than expected. For a connecting flight, avoid treating the minimum airline connection as spare time available for a complicated declaration. Ask the airline where luggage is reclaimed and where customs processing occurs on your exact itinerary.

Do not confuse an airline's cabin-liquid limit with a customs alcohol allowance, or an airline's battery rules with an import entitlement. Those checks serve different purposes. An item can meet one set of conditions and still require action under another. Keep the corresponding documents and answers separate so you can find the right one quickly.

Arrange a tourist VAT refund when you buy

The Revenue Administration's consolidated 2026 VAT communiqué, section II/A-5, covers qualifying non-resident buyers purchasing from authorized sellers. The invoice value must be more than TRY 1,000 excluding VAT; several eligible goods can appear on the same invoice. Services are outside this passenger-goods procedure. Ask the seller to confirm your eligibility and issue the correct documents before payment. [3]

The goods must leave Türkiye within three months of the invoice date and be presented to customs for export confirmation. The regulation allows refund arrangements through sellers or authorized intermediaries. Confirm your chosen route, documents, fees and payment method with the seller; we have not verified a particular airport counter's opening hours or a date-specific net refund. [3]

Buy only if the amount you pay is acceptable without a successful refund. The possible saving should not compensate for an unwanted product, an unsuitable warranty or an unclear return policy. Tax-free export and returning a faulty purchase to the shop are different processes.

Treat antiques and cultural objects differently

Türkiye's cultural-property regulation identifies protected ethnographic objects that cannot be exported and provides for museum examination of other relevant objects intended for export. A seller's receipt or statement that an object can be sold locally is not the same as an official export determination. Ask the competent museum before purchasing something whose age or cultural status is uncertain. [4]

Be especially cautious when the attraction of the purchase is its supposed antiquity or archaeological origin. Request a precise description, provenance and the paperwork needed for the intended journey. If the seller cannot establish what the item is, you cannot reliably establish which export rule applies. A reproduction clearly documented as modern is a different buying proposition from an object marketed as an ancient original.

Do not collect fragments from archaeological sites as souvenirs. Leave the place intact and choose a documented retail item instead. If museum assessment cannot be completed before your flight, postpone the purchase rather than assuming customs can solve it during check-in. A VAT-refund form does not replace cultural-property approval.

Finish the departure paperwork before baggage disappears

The night before departure, put your passport, invoices, refund forms and any export permissions in one accessible folder. Pack the relevant purchases where they can be inspected without unpacking everything. Ask the airport or refund provider how to handle goods that must travel in checked baggage; do not assume every inspection point is beyond security.

After any required validation, follow the provider's instructions for submitting the claim and keep copies of what you hand over. Record the claim number and expected processing channel. If payment does not arrive, the seller or provider will need those details. Customs validation, provider acceptance and money reaching your account are separate milestones.

Finally, check the rules of the country where you next enter with the goods. A lawful export and a Turkish tax refund do not remove the destination's import allowance or declaration requirement. Keep the purchase value available for that final arrival as well.

BEFORE YOU GO

Common questions

Does airport duty-free shopping avoid Türkiye's arrival limits?

No. Check the arrival allowance and any item-specific restriction before buying. Duty-free is not a guarantee that the destination permits an unlimited quantity or value.

Can every Istanbul shop issue a tourist VAT refund?

No. Confirm participation, your eligibility and the required invoice before paying. A normal receipt and a verbal promise are not a completed export-refund claim.

Can I take an antique home if I have a receipt?

A receipt proves a purchase, not export permission. Resolve cultural-property status and any museum examination before committing to the item. Do not leave that decision until departure day.
